The chairman of the Agency met with foreign guests of global conference within the AEF

On June 15 the Chairman of the Agency for Civil Service Affairs and Anti-Corruption Kairat Kozhamzharov met with guests invited to the global conference “Management of Opportunities: Global Challenges of Leadership” within the framework of the AEF 2017

Among them were Rector of the Russian Presidential Academy of National Economy and Public Administration, Class 1 Active State Advisor of the Russian Federation Vladimir Mau; Director International Leadership Development, Federal Institute of the United States of America (FEI), Office of Human Resources Management Fletcher Hanimund; the leading expert in legal company Covington and Burling LLP (UK) Francis Maude; Senior Researcher, Professor, of East Asian Institute of the National University of Singapore Dr. Gore Lance; former Prime Minister of Kyrgyz Republic Temir Sariyev; analyst in the global project management, practicing scientist, Professor Hiroshi Tanaka (Japan); Director General of the Rio Branco Diplomacy Institute of Brazilian Ministry of Foreign Affairs Jose Estanislau do Amaral Souza Neto; Director General, Institute for Defense Studies and Analyses of India Jayant Prasad; Director of Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan Zarema Shaukenova.

Head of the Agency told guests about the formation of Kazakhstan’s civil service, which passed from positional to career model. He noted the goals on increasing professionalism, ensuring the stability of the state apparatus, employees’ career growth and preserving its institutional memory.

For these purposes, considering the experience of advanced countries, new tools for personnel management are being introduced, among which are the project management, the development of effective leadership, digitalization of business processes of the state apparatus. In near future, in the framework of cooperation with the OECD, it is planned to introduce the strategic HR.

Famous expert in the sphere of public administration, Vladimir Mau shared his expert opinion on the ongoing reforms of the country, noting their importance and timeliness. He highly appreciated new approaches in the sphere of Kazakhstan’s civil service modernization.

Former Minister of Trade and Investments of the United Kingdom Francis Maude, who was directly involved in conducting a number of successful reforms in improving the efficiency of civil service in his country, marked the most important conditions for the success of reforms in civil service sphere.

Fletcher Hanimund, who has great experience in the field of leadership development, told what he considers the most important in the formation of leaders’ development system.

Each of invited guests of the meeting shared their unique experience in developing new approaches of professionalization of state apparatus.

In turn, Kairat Kozhamzharov emphasized the great importance for Kazakhstan to consider global trends for the successful implementation of the civil service reforms.

“So in this purposes, special stress is made towards studying best practices and strengthening international cooperation.

Today our leading partners are the OECD, the United Nations, the OSCE, the Asian Development Bank.

We have established a constructive dialogue with the Academy of National Economy and Public Administration under the President of Russia and the Office of Human Resources Management of USA.

Also we cooperate productively with colleagues from Great Britain, Singapore, Japan and Kyrgyzstan,” he noted.

Let us recall, the global conference “Management of Opportunities: Global Challenges of Leadership” within the Astana Economic Forum will be held on June 16.

The conference participants will discuss issues of managed forecasting as an important tool for the development of countries.
