The meeting of the Collegium of the Agency on the results of activities for the first half of 2017
On July 19, 2017 the Collegium of the National Anti-Corruption Bureau on the results of operational activities for the first half of this year was held.
The meeting was chaired by the Chairman of the Agency for Civil Service Affairs and Anti-Corruption Kozhamzharov Kairat Perneshovich with participation of personnel of the central apparatus and territorial subdivisions.
Generally, it was noted about the increase in the number of suppressed serious and particularly serious corruption crimes, as well as the facts of bribery.
The amount of criminal cases directed to court has increased. With a view to the rapid and full disclosure of crimes the institution of conciliation proceedings is actively used. The number of pre-trial investigations completed by concluding a procedural agreement has increased in 2 times.
The keynote report on the results of the anti-corruption service work was presented by its head Talgat Tatubayev.
Priority directions and tasks for the forthcoming period were marked at the collegium.
The Agency's Chairman Kairat Kozhamzharov emphasised that the main criterion for evaluating the work of the authority is people's trust.
In this aspect, particular attention is paid to work with citizens' appeals. Their qualitative and timely considerations are among the major tasks of the anti-corruption service officers.
It is necessary to ensure maximum compensation for the damage by the use of all instruments of legal effect. When identifying and investigating the facts of corruption an important priority is to protect the constitutional rights of citizens. It is important to exclude any risks which might lead to unreasonable involvement of citizens in the orbit of criminal prosecution.
Kairat Kozhamzharov noted that a key role in anti-corruption policy is given to prevention. Further work is needed to identify sources of corruption, with recommendations for their elimination.
In the framework of criminal cases all legal acts and internal documents of state bodies, functions and powers of officials should be carefully monitored.
The final result should be aimed at eliminating "loopholes" for corruption.
The Chairman paid special attention to the purity of his own ranks and observance of the Code of Ethics by personnel.
According to the results of the collegium, specific instructions on further improvement of the anti-corruption service work were given.
