The eradication of the causes of corruption is in priority

The National Anti-Corruption Bureau, along with law enforcement functions to detect and investigate corruption offences is aimed at eliminating their sources.

On the basis of law enforcement practice, risks in the most corruptive spheres are being analyzed. Legal acts, the functions and powers of officials are exposed to careful monitoring.

An important aspect of this work is the opinion of the population, which serves as a guiding line in taking preventive measures.

Developed recommendations are submitted to state bodies and are aimed at eliminating “loopholes” for corruption. Today, a number of measures have been taken to implement them.

Thus, in the sphere of education for the protection of the rights of parents and the elimination of “direct” contact with officials from January 1 this year in Astana in a pilot mode a new automated system of priority in kindergartens was launched.

Now parents without leaving the house can put their child in turn, choose a kindergarten and get directions without the mediation of the akimat. All this is available on the portal of electronic services of the capital

Priority in kindergartens has become more simple and transparent. The program has already benefited about 5000 families.

Such an order will be distributed throughout the country.

The introduction of “cloud” accounting in secondary schools will provide online control of spending budget funds and exclude financial violations.

To exclude “requisitions” in schools, a draft of the Model rules for the organization of work of the school boards has been developed; it establishes the procedure for spending charitable funds. Along with parents representatives of the public (funds for the protection of children’s rights, the party “Nur Otan”, NCE “Atameken”) will take part in the work of boards.

Further activities of parents’ committees will not be associated with the collection of funds.

In the health sphere, a law providing electronic purchases of medicines and medical products has been developed.

This will ensure the transparency of the procurement process and increase the availability of potential suppliers.

The new Rules for the selection of a provider of services for the provision of a guaranteed volume of free medical care (hereinafter - GVFMC), which provides the inclusion in the competition commission of representatives of non-governmental organizations.

Rules for the purchase of services from healthcare subjects within the framework of GVFMC have also been developed. The project reduces accounting reporting forms in 22%, forms of primary medical documentation in 30%.

In order to remove barriers 28 unreasonable sanitary rules in medical business were abolished, and 14 state functions are being transferred to a competitive environment of state functions.

In the sphere of sports, a law providing a new system for its financing with distinction between the functions of state bodies has been adopted.

Now the akimats are engaged only in the development of mass sports, and the central authorized body is coordinating and controlling the use of budget funds.

In order to optimize the state funding of professional football, 8 clubs were transferred to the competitive environment.

3 new standards of electronic state services on the issue of housing of athletes, payment of compensation and the status of sports schools are at the stage of approval.

The measures taken will allow minimizing corruption risks in the allocation of budgetary funds in this sphere, as well as creating additional conditions for the development of the sports business.

In the sphere of agriculture, a transfer to the electronic format of state services for the issuance of permits for the movement of meat products and subsidies for fertilizers is implemented.

For cereal crops an order of subsidies for one hectare with the transition to lending of the final product is excluded; this will eradicate the theft of budgetary funds by artificially increasing the sown area.

Standards of state services on subsidizing processing agricultural enterprises are being introduced.

The introduction of an automated system for reviewing applications for grants will exclude direct contact with service providers.

In the sphere of animal industries, an electronic format for filing an application for subsidizing the development of livestock breeding is also provided.

In the sphere of land relations, the new draft law provides transparent procedures for the allocation of agricultural lands and participation in the tender commission of representatives of the public.

For the openness of information on the allocation of lands, an online waiting list for obtaining land for individual housing construction is being created.

In the pilot mode in Akmola oblast a special service for the population providing access to information on free land plots has been launched.

In the sphere of road construction, an electronic system for filing documents for procurement has been introduced; it ensures equal opportunities for entrepreneurs in participation in competitive procedures.

A National Center for the Quality of Road Assets which will carry out centralized control over the quality of construction and repair works on the roads is being established.

Now an obligatory condition for the accreditation of expert organizations is the presence of certified experts in the field of road construction in the staff. This will not let the non-profiled specialists to the technical inspection, as it was before.

In the sphere of geology and subsoil use, the functions for approving projects, approval of permits for burning and processing of gas, as well as extension of contractual terms are redistributed.

The auction will become the main form of competition for obtaining subsoil use rights, which will ensure openness and simplification of the procedure.

The terms for obtaining a subsoil use contract are optimized and the approval procedures are abolished, administrative responsibility for violation of the procedure for granting subsoil use rights is established.

All these changes are made in the framework of preparation of the draft Code “On Subsoil and Subsoil Use”.

In the sphere of ecology, state services for issuing permits for emissions into the environment and conclusions of environmental expertise are combined and fully switched to electronic format.

This will allow almost in 3 times (from 120 to 45 days) shortening the terms for the provision of these services, which will improve the conditions for making business.

In the sphere of state audit the mechanisms for its conducting are radically revised.

Qualification requirements for candidates applying for the position of state inspector are approved.

The measures taken will create conditions for the optimization of the state audit system and increase its efficiency.

In the quasi-public sector it is planned to adopt uniform procurement rules with their full transition into electronic format.

The Uniform database for monitoring purchases, the Register of Unfair Participants of Procurement and the Procurement Monitoring Service are being created. These measures will allow to constantly monitor the expenditure of budgetary funds in the quasi-public-state sector, as well as ensure the equality of entrepreneurs.

In common, the recommendations of the Anti-Corruption Service were taken into account when developing 8 laws, more than 30 by-laws, including 8 new standards of state services.

Such preventive activities will continue on a regular basis.
